With all respect dear Tom W I do not agree completely with you.
I see Jeff's point as a good point and I must admit that we,
unfortunately, have these fligh by night installers overhere in the
Netherlands as well. 
(nice expression never heard of it before) Here in Rotterdam and
Amsterdam you see at night in the red light district VAN's of regular
sign companies and the installers are receiving the black money from the
bar owners, meanwhile using and spilling the materials that are owned
from there boss or the company they work for. Of course this mentality
must be stopped. These guys are removing the profit away from the
company they work for and then again I will go for the social aspect.
When the company is loosing money as to many labour is making money this
way the labour of dozens of collegues is in danger. We call that an
a-social behaviour and these guys, or at least their mentality, must be
re-socialised. 
There was onother reply on this subject telling the list that you alson
could spare on materials. My goodness. Last week I saw on Dutch
television an old movie called The Towering Inferno and everybody who
have seen that movie knows what damage can be done when a contractor or
an electrical installer is trying to spare on materials. For sure I
don't want it to have it that way.
Reading and replying to this list regular and tryly think that this is
the moment to unite yourself and produce that USASA, being a standard
for the trade.
I will make one last remark concerned to that matter to our sherrif JA.

Reading all the replies to this matter I think that know it is the time
to start a foundation. Costs are low and it is a start. Foundations must
have members and they must contibute a small amount of money to be sure
that the foundation can be continioud. In my opinion the foundation is
like an insurance company who will and can do repairs or are capable to
finish signs from installers who are not capable to finish them in good
order for whatever the reason was. An additude like that is very
trustfull for peolple who are looking for a sign or willing to buy one.
When buyers have the garantee that whatever is happening the sign will
be placed on their roof even when the local installer is going bankrupt
I think that they will buy signs from members of that foundation. The
foundation must have their own logo and only classified members can
print that logo on their letter-head, and then there is a difference
between the fligh by night installers and the installers with the
garantee mark in thier letter-head. It's only an idea, but it is the way
it works here in the Netherlands. Only the members of our national sign
association have the logo of the sign association in their letter-head.
Don't think that every buyer is ignoring that garantee of craftmanship.
Only by doing this you can make a difference between companies and their
attitude. Even a window painter or an air brusher should be a member of
the association, but in seperate divisions of the association course.
Training days for whatever the branche need is a follow up making the
separation between decent installers and cowboys bigger and bigger.
Beleve me (I know it is an ideal situation I want to create) but someone
must make the first move.
So, John if you don't think that I am too forwarded let's try to make
the first move, as a association needs to have members.
Let's ask all your members of this list hereby and they must give you
that in apersonal reply to John:
"WHO IS AGAINST THE IDEA". Maybe a few will react but then at least we
know who is not against. AND THAT WILL BE THE START!
OH, I will not react, as I am in, and want to be a long distance member
of your association, even paying my fee.
So John, ask your members to tell you in a personal mail whi is against,
and that will be the first seaparation.
