Yes. We do it all the time.

Since it's the phosphor and/or the glass that generally mediates the color
all kinds of combos are possible provided that the gas is the same.

Yes, it's done - usually not in commercial work unless we run out of the
correct size electrodes.

Getting back to mixing colors. As many know an interesting use of neon and
merc is that under the right conditions and a variable power supply you can
get interesting nebulous mixes of blue, red, and pink. This can be further
enhanced by using coated tubes that give interesting contrast e.g.
green/orange. One commercial app that I used this on was for a company
called Chameleon - where the body changed from green to orange. (Also used a
flow effect on a tongue that flew out and trapped a fly). Guess I should
also mention that I used an photocell pointing at one electrode (and all
painted in & covered) to coordinate timing with the fly that blinked out
when the tongue hit it. Yes, I am a Rube Goldberg of low tech electricks.
(Did I mention the rotating eye?)
Anyway, the other kind of mixing occurs when gases are mixed and stimulated
by different frequencies as in a Hanson Table or a Plasma Globe.
