I've never played with the Kisc because I've considered it rather pricey.
My guess is that it is simply using variable frequency to excite or
not-excite the mercury.  Any method where you control color and temperature
will work. In my Rube Goldberg tradition I even once played with a current
sensor and a fan blowing across the tube.

The pressure relationship depends on what you plan to do. Higher pressure
will inhibit Hg vaporization but then the tube will also become warmer,
which will encourage vaporization.  Then the area cools down and so on.
It's a delicate balance with a standard transformer. (translate that as keep
experimenting).  

 I generally don't like to have tubes at all kinds of different pressures
other than "standard".  Some solid states do want you to have higher pressure.  
 
BTW, for all who asked the rotating eye was not anything exotic - just a
disk with an off center dot on a motor.
