at Delft University of Technology has an experimental version of Lynx which
is ported from Unix. It is not graphical, however and I think you need to be
running a language on your system called "MiNT".

The most specific site I have found for Atari Web related files is:

http://src.doc.ic.ac.uk/packages/atari/umich/Network/Www/ 

It appears to me that there is no current ready to load browser application
other than Lynx.
