More air - less gas.  Start with air just barely below the blowing-out
point.  If this flame darkens your glass, see some of Kenny's suggestions.
You may also have a poorly-sized mixer for your application.

I know for 2 of the S21-N's the mixer should have a #24 jet and a #30
venturi orfice (these numbers are drill sizes).  I use this size with 3 of
the tips with good success, so theres obviously some headroom.  Don't know
if propane changes things enough to warrant a new mixer.  You can make your
own mixer out of 1/4" brass tube fittings and experiment.  A good mixer
really makes a difference.

Another shop here in Austin uses propane, and they have good performance
from it - even say they prefer it to nat. gas.  I'll take a look at their
set-up more closely next time I go over to bum something.
